W3C and Atom

Being a librarian, I have become partial to standards that start with the letter Z like Z39.50. But I also understand that getting involved in a process like that is a daunting task when we are functioning on Internet time. The basic plan for some time was for Atom to be done through the IETF. Now the W3C is making a case they are the better choice. What does all this mean? I have no idea, but it will definitely be fun to watch.
